Abstract: With rising geopolitical risks, innovation has become a priority for Europe to restore productivity growth to levels closer to those of the United States, as emphasized in the Draghi Report. In this context, assessing the effectiveness of R&D subsidy policies, such as the Crédit Impôt Recherche (CIR), is a key policy challenge. While empirical studies have primarily focused on the short-term effects of this scheme—finding positive but modest impacts on economic activity—its longer-term implications remain less explored. This paper aims to better understand the CIR’s effects on employment, firm distribution, and R&D expenditures. To this end, we are currently developping a dynamic firm life-cycle model, incorporating two endogenous dimensions of firm heterogeneity—size and technology—alongside two exogenous factors: firm age and idiosyncratic productivity. Firms can invest in R&D expenditures to enhance their technology and, consequently, their productivity. By capturing these dynamics, our model should be able to provide new insights into the long-term impact of R&D subsidies on firm dynamics and aggregate economic outcomes.
