Abstract: We build a discrete choice model for the choice between long-term care services bundles characterized by a volume of services across different living arrangements (at home or in institutions) and a price which depends on the level of care needs. We estimate the model using a novel survey experiment which allows us to construct a cross-section of heterogeneous preferences for these care bundles. We then use administrative data from Canada to calibrate the model to the current supply of long-term care services. We numerically solve for the optimal volume of services, as a function of care needs and the optimal co-payment structure which involves a trade-off between the value of insurance to risk averse users and moral hazard. Compared to the current system, we find that the optimal insurance scheme implies higher co-payments in institutional living arrangements and a higher level of services in home care.
